It could also be a modification to the standard necklink, i.e. a HUD extension adding a new channel that only Seedlings with first aid skill mastered can read but anyone can send messages there (And see their own messages).

I can also imagine a whole "radio" system. I'll try describing it later, and maybe even call for a project. Right now I can tell it'll need specialists in electronics, mathematics and engineers.
